Access to a file is decided by the folder it lives in. Access flows user → department → folder.

• Admins can see every file, in every folder — including archived files.
• Everyone folders are visible to all colleagues who can sign in.
• Department folders are visible only to users who belong to at least one of the folder's departments.
• Admins-only folders are hidden from every non-admin user, whatever their department.

The folder wins. When a file is inside a folder, the folder's setting decides — any department tag on the file itself is ignored. A file with no folder falls back to its own department tags (and is open to everyone if it has none).

Tip: use the Access button on a file (admins) to see exactly who currently has access.
